Chicago Advocacy Win - Quick efforts on raising the tax on e-cigarette products
Advocates gathered at City Hall on Weds for the press conference with Mayor Rahm Emanuel, including IAFP past President Carolyn Lopez, MD. The press conference ignited both sides with fast-paced efforts to reach out to Aldermen. The City's Finance committee debated the measure Thursday morning and by the afternoon the full Chicago City Council passed the measure.
As a result of this new law, Chicago will increase taxes on both vaping liquid that contains nicotine and on containers. All tobacco displays will be located exclusively behind the sales counter. This will help further drive down tobacco use rates among Chicago's young people and follows other successful efforts that have established Chicago as a national leader in the fight against Big Tobacco. The tax is currently $0.80 per device or container and $0.55 per mL of liquid nicotine, and last year created $772,000 in revenue for school-based health services. The new ordinance increases those taxes to $1.50 per device or container and $1.20 per mL.

IAFP submits comments to 2019 Physician Fee Schedule

IAFP submitted our comments to CMS on September 7, which include:
In Illinois, many small and independent practices have contacted the IAFP indicating the harm these changes would cause. The collapsing of E/M payment, in conjunction with the 50% reduction in payment for multiple services through the modifier -25, are perceived to be an economic death knell by these practices. Most have expressed that the implementation of the proposed changes would result in significant financial strains. Family medicine's contributions to the economy in Illinois amount to: $9 billion in direct and indirect economic output; 53,173 jobs (direct and indirect positions); and $4.3 billion in direct and indirect wages and benefits. The IAFP believes we need to protect these independent practices and take steps to ensure their economic viability.

Changes to IDFPR licensing regarding applicants' mental health and substance use disorders
The Illinois Department of Financial and Professional Regulation (IDFPR) regulates many professions in Illinois, including physicians. Applicants seeking a professional license are required to complete a licensing application, which includes a number of questions intended to help IDFPR determine an applicant's fitness and ability to practice in his or her desired profession.
For many years, the IDFPR licensing application asked applicants whether they have ever had a disease or condition that limited their ability to practice in their chosen profession. In 2016, however, IDFPR significantly narrowed the scope of this question and now asks only about current conditions and present limitations. Learn more from the Illinois Psychiatric Society.

IAFP Student Board member Emma Richardson from Rush Medical College has been awarded the prestigious Pisacano Scholarship. She follows in the footsteps of our prior student board member Sean McClellan, MD - also from Rush! The scholarships, valued up to $28,000 each, are awarded to students attending U.S. medical schools who demonstrate a strong commitment to the specialty of Family Medicine. Joe Ross, MD of Rockford was featured on WIFR-TV in Rockford on the news that by the year 2030, seniors will outnumber children, making up more than 1 in 5 people in the U.S. Thanks to immunizations and other advances, more people are living longer - shifting the demographic.
Public Health Committee member Raj Shah, MD co-authored three major papers in the most recent New England Journal of Medicine, including research that found no benefit of low dose aspirin use in healthy adults.
Congratulations to Midwest Access Project's co-founder and IAFP member Dr. Debra Stulberg, who received the Dr. Garry Gardner Health Care Provider Award from EverThrive at their benefit September 20. Garry Gardner, MD, was one of the founding partners of DuPage Pediatrics in Darien, Illinois, where he practiced for 40 years and was a founding Board member of EverThrive Illinois.
