State Government Relations
The House convened a special session this week and passed two appropriation and re-appropriation bills (HB 6350 & SB 1103), a funds sweep bill (SB 790), and a lottery lease bill (SB2595.) They also overrode 13 of the Governor’s amendatory vetoes and accepted three of the Governor’s amendatory vetoes.

All vetoes must be addressed by the Illinois Senate within 15 days of their receipt and the Senate must act in tandem with the House (i.e. override or accept). If the Senate action mirrors the House within the 15 days given, the override or acceptance of the amendatory vetoes will stand. If the Senate does not mirror the House or if the Senate does not act within the required 15 days, the bills will die.
The new revenue bills and the spending bills that passed the House (HB 6350 & SB 1103, SB 790 and SB2595.) will now be sent to the Senate for consideration. In order for them to become law, the Senate will need to concur with the House amendments on the Senate bills and approve the House bill. If the Senate concurs on the Senate bills and passes the House bill, they will be sent to the Governor for his approval or veto.

At this time, the House is not scheduled to return until Veto Session (November 12); however, they may return earlier depending on the actions of the Senate. The Senate is not scheduled to return until Veto Session either; however, they will encounter tremendous pressure to come back into session to address the vetoed bills, revenue bills and spending bills acted on by the Illinois House.
