GOVERNOR USES AMENDATORY AND REDUCTION VETOES ON THE BUDGET The House is expected to re-convene after Labor Day. According to Springfield sources, they are expected to override the Governor’s veto and send it to the Senate where it is believed the veto will stand and the amended budget will prevail. Revenue streams and capital projects are supposed to be deliberated at a later date, including gaming expansion and mass transit funding. Several health care initiatives were among the vetoed budget items: -School Health Center expansion - Additional funding for HIV/AIDS testing and prevention programs -A program to track birth defects -funding for a Newborn hearing program was eliminated -a grant for Pandemic flu preparedness plan -$50 million in increased funds for nursing homes -Safety net funding for alcoholism and substance abuse, developmental disabilities, mental health and hospitals - Additional funding for University of Illinois’ R-Med program To date, physician reimbursements have not been cut and the Medicaid line item for physicians has not been cut. Illinois health care expansion will get $500 million in new revenue and take shape through the administrative rule making process at JCAR (Joint Commission on Administrative Rules). The governor’s plans include -Expanding Kid Care to age 21 for those with a chronic condition, -Providing up to $1000 to subsidize a family’s private insurance premiums, -Expanding breast and cervical cancer screenings for uninsured women. 2. AMENDMENTS CONTINUE TO THREATEN SMOKE-FREE ILLINOIS ACT The casino industry still hopes to gain an exemption for up to five years from the Smoke-free Illinois Act. Also this week, another amendment (House Floor Amendment 4) was filed to SB 1370 to amend the Smoke Free Illinois Act and exempt certain establishments that have obtained a license to allow smoking on the premises from the local liquor control commission. Local liquor control commissions would have the power to issue a smoking license to eligible establishments that are able to document that (1) it has disclosed to all employees that if a smoking license is granted to the establishment, smoking will be permitted on the premises and (2) all employees have acknowledged receiving the disclosure. Both amendments remained bottled up in the House Rules committee. IAFP and the health community strongly oppose any attempt to weaken the law or exempt any employee from a smoke-free workplace. **FEDERAL UPDATE CMS UNVEILS RULES FOR TAMPER-RESISTANT PRESCRIPTION PADS The new law takes effect on October 1, 2007 that will require all prescriptions for Medicaid recipients be written on tamper-resistant pads. With little more than a month until that effective date, the Centers for Medicare and Medicaid services has issued the rules for states and providers. This year IAFP teamed up with ICAAP’s Reach out and Read program to host “Home Runs for Healthy Kids” to benefit our programs. A total of 284 fans enjoyed a beautiful night and an exciting game. Unfortunately the Sox lost by a 5-3 score, but Tar Wars scored over $1,800 in new funding to support our 2007-08 program. This department focuses on public health, preventive medicine and community service in both the medical school and the new pharmacy school there. *Ben Brewer, MD of Forrest recaps an amazing emergency C-section drama that could have come straight from a movie or TV show in his latest “From the Doctor’s Office in the August 14th Wall Street Journal. After a tense 20 mile ride to the hospital and sprint to the OR, Dr. Brewer and his colleagues delivered a 2 lb. 4 oz baby boy who is doing well as is his mother. Tar Wars is all over McLean County in the form of billboards. According to the Aug. 8 Bloomington Pantagraph, 20 top Tar Wars posters from the McLean County annual poster contest will be displayed on billboards scattered throughout the county over the next few months.
