Resolutions must be submitted in writing no later than 45 days prior to the All-Member Assembly (October 17, 2008). Resolutions should be sent via e-mail to Vincent D. Keenan, CAE, executive vice president at vkeenan@iafp.com or via mail to the Illinois Academy of Family Physicians 4756 Main St. Lisle, IL 60532. Late resolutions may be submitted in writing after October 17 or on site December 6. In the case of a late resolution, three-quarters of the voting members present at the All-Member Assembly must vote in favor of consideration of any late resolution. All resolutions requiring the expenditure of funds must be accompanied by a fiscal note in order to be considered. LOOKING FOR THE NEXT IAFP LEADERS A call for nominations for IAFP board positions Members are invited to self-nominate for IAFP Board of Directors positions. The IAFP Leadership Development Committee, chaired by Tim J. Vega, MD of Peoria, is accepting nominations for the following positions: president-elect (this position is a three year commitment), first vice president, second vice president, a new physician board member (all one year terms) and three directors for a three-year term. Nominations are also accepted for AAFP delegate and alternate delegate. IAFP News **ILLINOIS TAR WARS POSTER CONTEST WINNER TAKES ON CAPITOL HILL Peoria fifth grader Alexandra Slane was one of 35 state poster contest winners who gathered in Washington , DC for the National Tar Wars Poster Contest. With funding from the Family Health Foundation of Illinois for their travel and hotel expenses, Alexandra and her mother Lisa Slane joined this historic event. Alexandra’s grandmother, Paula Lewis also joined the trip. The Slane family enjoyed the ultimate DC experience, capping off their trip with a rare private tour of the White House on their last day, led by their Congressman, Ray LaHood (R-18th). The IAFP will operate on this schedule through August 29th. 3. State Government Relations **GOVERNOR APPROVED THE IAFP-SUPPORTED HB 5717. The new law amends the School Code to provide that any child who received a health examination within one year prior to entering the fifth grade for the 2007-2008 school year is not required to receive an additional health examination in order to comply with the provisions of Public Act 95-422 (which requires children entering the sixth grade to have a health examination) when he or she attends school for the 2008-2009 school year, unless the child is attending school for the first time. This will ensure that children entering sixth grade this fall won’t require a school physical if they had one last fall. It is now PA 95-0737 **US CONGRESS CANDIDATE HOSTS BIG FUNDRAISER IN PEORIA Although progress has stalled in the General Assembly and in the governor’s office, campaign season is going full throttle. U.S. Congress candidate Aaron Schock (R-Peoria) held a huge fundraiser on July 25th. The lunch event was headlined by President George W. Bush and IAFP past-president Tim Vega, MD of Peoria was there. Schock is running for U.S. House of Representatives seat that will be vacant with current Rep. Ray LaHood (R-18) retires at the end of this term. Federal Government Relations **HRSA HALTS PROPOSED RULE REVISING MEDICALLY UNDERSERVED AREAS The Health Resources and Services Administration announced it will not move to finalize a proposed rule changing how it designates medically underserved populations and health professional shortage areas. In the notice, HRSA said it received many substantive comments on the proposed rule and will need to make a number of changes. The agency plans to issue a new proposed rule for review and public comment. AAFP and several chapters commented on the proposed rule utilizing information provided by the Robert Graham Center. IAFP leaders personally voiced concerns to the Illinois Congressional Delegation at Capitol Hill visits in May and also sent a letter directly to HRSA and HHS. NEWS YOU CAN USE **COUNSELING PARENTS ABOUT SECONDHAND SMOKE EXPOSURE – PERFORMANCE IMPROVEMENT CME INITIATIVE FROM THE AMA Physicians who treat children with asthma and other respiratory disease are eligible to apply. With funds from the Environment Protection Agency, the AMA is offering physicians/practices $9,000 to support implementation of the Performance Improvement project and provide the necessary documentation and data collection. The AMA is contracting with the Office of Continuing Professional Development at the University of Wisconsin to work with physicians to develop a Performance Improvement CME activity on secondhand smoke. Participating physicians are eligible to receive up to 20 AMA PRA Category 1 CreditsTM.. Who can apply? • Physician/physician practice whose practice includes children (infant – 10 years old) preferably with asthma or other chronic respiratory condition. • Only one grant per physician/physician practice will be awarded. There is no limit on the number of physicians awarded the Performance Improvement CME credits. SPEAKING OF SECONDHAND SMOKE… FROM USA TODAY – AUGUST 1, 2008: The number of people admitted to the hospital for heart attacks fell by 17% in the year after Scotland’s smoking ban took effect in March 2006, according to a study. The study’s author says the size of the decline strongly suggests it was the smoke-free law and not some other trend or lifestyle change that prevented the heart attacks. In the decade before the law was in place, heart attack admissions fell by an average of about 3% a year.
