State Government Relations Activities
The General Assembly was on break the week of April 21. Before adjourning on April 17th, the House and Senate both extended bill deadlines. The House will continue to consider house bills until May 9th and the Senate extended their deadline for specific bills until May 31st.
Both chambers return on Tuesday, April 29th - Here’s a look at what happened last week in Springfield.
**SENATE SAYS NO TO SMOKING IN CASINOS
On April 16th the Smoke-Free exemption for casinos was defeated on the Senate floor by a 35-15 vote. Opponents of the exemption argued that second-hand smoke is a serious public health problem and that all workers deserve equal protection under the law. Thanks to everyone who took quick action in urging your Senator to oppose the casino exemption.

SB 1925
IAFP supports this medical home bill for the very poor. SB 1925 expands Medical Assistance (under Article V of the Public Aid Code) to adults in Illinois whose income is below 100% FPL ($10,210 per year for a single individual; $13,690 for a family of two) and who are not categorically eligible for Medicaid -- primarily childless non-disabled adults. Even though these individuals are the most vulnerable uninsured residents, since they do not meet a specific categorical requirements (like age or disability or parental status), they are not eligible for any current public health care coverage under the Medicaid program. Without health insurance, poor adults have less access to regular medical care. They are more likely to be hospitalized for avoidable health problems and often rely on the emergency room and hospitals for uncompensated or charity care.
*SB 1925 will pay providers, such as hospitals, physicians and pharmacies for services for which they would otherwise receive little or no payment. .
*SB 1925 will provide a true safety net for the most vulnerable Illinois residents.
*SB 1925 will provide a medical home for uninsured adults to receive their medical care through a primary care case management program.
*SB 1925 will save money on expensive emergency room treatment through a redirection to primary care.
The bill passed the Senate on April 16th. Sen. Jeff Schoenberg, chief sponsor of the bill, offered persuasive comments on the Senate floor before the vote which included recognition of the IAFP among those organizations who advocated on behalf of the patients in this population. The bill has been picked up in the House by sponsors Rep. Beth Coulson (R-Glenview) and Rep. Kathleen Ryg (D-Vernon Hills). Please call you state representative and urge their support in the House.
HB 5595/SB2499
Authored by ICAAP, this bill would remedy a discrepancy by requiring health insurers cover habilitative services, providing children with disorders such as cerebral palsy and autism access to necessary therapies.
• State programs currently provide habilitative therapies to most Medicaid patients.
• Experience in other states has shown the cost for this therapy is small, less than 0.1% of the average annual insurance premium.
• Providing these children with therapeutic services now will generate significant cost savings to society.
Both bills passed out of their chamber of origin and await committee assignment in their new chamber.
HB 5954
This is the Bare Bones bill which would harm consumers and health care providers, allowing insurance plans to exclude any health services or benefits that the State has required under the Insurance Code and raising out-of-pocket costs for many consumers. Many consumers will not have a choice in accepting such bare-bones, limited coverage because their employers may only offer a high-deductible health plan. This bill has passed the House and awaits action in the Senate Rules committee.
HB311
For the first time in recent memory, a single payer bill passed out of a House committee with Speaker Madigan signed on as a co-chief sponsor. Politics will prevail in this debate as health care reform continues to be front and center on the Governor’s agenda. Although the bill passed out of Committee, it may not receive a full vote on the House floor, thus prohibiting its advancement to the Senate.

The state launched a physician profile feature available to the public at http://www.IDFPR.com
the Department of Financial and Professional Regulation’s website. The new feature allows health care consumers to review important information about the professional and disciplinary background of 44,000 physicians and surgeons licensed to practice in Illinois.

Federal Government Relations
**LEGISLATION TO FIX MEDICARE COULD BE ON THE WAY
Two members of the US Senate Finance Committee are working on new legislation to address Medicare payment issues for primary care physicians. One measure would correct inequities that penalize physicians in rural areas, and the other would increase Medicare payments specifically for primary care physicians.
The Medicare Rural Health Access Improvement Act of 2008 (Sen. Charles Grassley – R, Iowa), seeks to reduce Medicare physician payment disparities between rural and urban areas that result from use of the Geographic Practice Cost Indices, or GPCIs.

In 2008, eligible professionals may earn an incentive payment of 1.5 percent of their total allowed charges for physician fee schedule covered professional services furnished during the respective alternative reporting periods based on data submitted via these mechanisms. ** LYME DISEASE AND TICKBORNE DISEASE INFORMATION FOR PHYSICIANS
Lyme disease information for physicians and a map of the known geographic distribution of the blacklegged tick in Illinois is provided by the Illinois Department of Public Health (IDPH) via their Web site

. The IDPH information includes details on clinical presentation, diagnosis, prophylaxis, treatment, reporting, and transmission of the Lyme disease pathogen, Borrelia burgdorferi, as well as information about general preventive measures against tickborne diseases.
** CDC ISSUES MEASLES ALERT
In the United States from January 1 through March 28, 2008, 24 confirmed cases of measles resulting from importations from endemic countries have been reported to the Centers for Disease Control and Prevention (CDC).
An outbreak of measles has been reported in Arizona and California, with suspected cases in Colorado and many more under investigation. To that end the CDC has issued and alert along with information on appropriate management of suspected measles cases. The IAFP public health committee suggests that all IAFP members be aware and prepared. The alert is located at:

** REQUEST FOR VOLUNTEER PHYSICIANS
Sundays in August of 2008 for "Special Needs" Summer Camp
The Spina Bifida Association of Illinois (SBAIL) is seeking two to three volunteer physicians per weekend, across each of the first three Sundays in August of 2008. They require assistance with check-in physicals at a summer overnight camp for children, teens, and adults with spina bifida. Children 7-12 arrive on 8/3, teens 13-17 arrive on 8/10, and adults 18+ arrive on 8/17.
Physicians would sign-up for one (or more) Sunday(s), August 3rd, 10th, and/or 17th of 2008, with a time commitment from around noon till the early evening (i.e., 5-6 pm) at the camp in Ingleside, Illinois, which is in northern Lake County.

** AAFP SEEKS MEMBERS WHO STARTED AS OTHER HEALTH PROFESSIONAL BEFORE MEDICAL SCHOOL
State legislators say the most compelling testimony against scope expansion presented in committee hearings comes from former non-physician providers who later did go to medical school, obtained the MD/DO degree and now practice medicine. AAFP Government Relations would like to gather these personal stories from members, turn them into testimony, and provide this testimony to constituent chapters as another legislative tool that can be used to combat state legislation that expands non-physician provider scope of practice.

** NEW SEARCH ENGINE AVAILABLE TO IDENTIFY GENERIC/BRAND NAME AND PA
IL Dept. of Healthcare and Family Services has announced a drug search engine that has been incorporated into its website that will allow providers to search for drugs by both generic and brand names to immediately determine if the drug requires prior authorization (PA).
