AAFP National Conference of Special Constituencies Update:

Congratulations to IAFP New Physician board member Ravi Shah, MD of Chicago.  Dr. Shah was the Illinois GLBT representative to the AAFP National Conference of Special Constituencies April 23-24 in Kansas City, where he was elected as a Special Constituencies Alternate Delegate to the 2009 AAFP Congress of Delegates and also elected as the co-convener for the GLBT caucus of the 2010 National Conference of Special Constituencies.

Tar Wars poster contest results

Courtney Monier, a fifth-grader at LeRoy Elementary, is Illinois’ newest tobacco-free spokesperson.  She designed the winning poster in the Family Health Foundation of Illinois Tar Wars Poster Contest, held this morning at the Illinois State Capitol.  Courtney’s “Mummy said not to smoke” poster beat out 22 other finalists.  Fifty-four Capitol staff and visitors cast a vote, evaluating the posters on creativity and positive message about being smoke-free.    

Monier will represent Illinois at the National Tar Wars Poster Contest July 13-14 in Washington, D.C.  .

Carolyn Rutherford of the McLean County Health Department taught Tar Wars at LeRoy Elementary.  She and fellow health educator Jackie Lanier teach Tar Wars to schools throughout the county.  In the current school year, over 180 healthcare professionals and medical students taught Tar Wars to over 270 elementary schools across the state. 

All 23 state poster contest finalists will receive a prize pack, including a certificate and, Tar Wars T-shirt, along with pencils and jump ropes donated by the Midwest Dairy Council.

IAFP seeks new representative to emergency medical services for children task force

Dr. Kathy Stewart is resigning her position on the Advisory Committee for the Illinois Emergency Medical Services for Children (Illinois EMSC).  She was representing IAFP which has a slotted seat on the Advisory Committee. 

An historical perspective on IAFP's slotted seat.  In 1994, Illinois EMSC was established and IAFP fought for a seat to make sure that FPs weren't squeezed out of the ER room, because they did not "qualify".  IAFP representatives (most notably Tim Vega, M.D., and Kevin Sherin, M.D. fought hard to make sure FPs continued to be represented.

SB 212 PASSES HOUSE HUMAN SERICES COMMITTEE

An IAFP-supported bill that would enable expedited partner therapy in treating STDs passed the House Human Services committee by a 6-1 vote on Wednesday April 22.  IAFP Public Health chair Rashmi Chugh, MD testified in support before the committee in her role with DuPage County health department.  IAFP successfully lobbied for his bill to pass through the Senate during our five Spring into Action days in March and early April.

Illinois Health Connect is performing a statewide survey to assess physician and provider satisfaction with the Illinois Health Connect program and establish goals for potential quality improvement. This year’s survey also assesses PCP’s perception of access to specialty care for their patients.  Your answers are important in assessing the effectiveness of the IHC program. FDA BILL to regulate tobacco

The House of Representatives passed HR 1256 on April 2.  The bill would finally grant the FDA the authority to regulate tobacco products.  Every Illinois representative voted for the bill (except for Rep. Luis Gutierrez, who was not present for the vote).   The public health community has advocated for this legislation for years and getting it out of the House is a huge step.  The bill has more than enough supporters in the Senate and also had the support of President Barack Obama when he served in the US Senate.   

Sebelius confirmed as HHS Secretary

After a tough start and a delay by Senate Republicans, former Kansas governor Kathleen Sebelius was confirmed as the Secretary of Health and Human Services.  She will lead the federal agency that oversees both Medicare and Medicaid.

From AAFP: Identity Theft Red Flags Rule Deadline Extended to August 1

On April 30, the Federal Trade Commission (FTC) voted to delay implementation of the Red Flags Rule until August 1, 2009. 

Last fall, the FTC ruled that if physicians defer payment for services, they become "creditors" simply by billing patients after their services are completed. Accordingly, these physician practices are required to implement identity theft prevention programs that comply with a regulation known as the Red Flags Rule.  

The 90-day extension of the Red Flags deadline gives physicians additional time to prepare for compliance.  

Most physician practices need to be in compliance with requirements of the final rule entitled, "Identity Theft Red Flags and Address Discrepancies Under the Fair and Accurate Credit Transactions Act of 2003." These final rules and guidelines implementing section 114 of the Fair and Accurate Credit Transactions Act of 2003 (FACT Act) and final rules implementing section 315 of the FACT Act were originally posted with a compliance date of November 01, 2008. Due to questions regarding whether physicians met the definition of creditors, this was extended pending a now complete review (9-page PDF file; About PDFs) by the Federal Trade Commission, which determined that many physicians are creditors and subject to the rule.

The following resources are intended to assist members in understanding the purpose of the rule, what is required in the physician practice setting, and to provide some ideas that may make compliance program development, implementation, and training less complex and more integrated with other programs, such as HIPAA privacy and security programs.

Illinois State Board of Health meeting notice

The Illinois State Board of Health is meeting on Thursday, June 11 from 11 a.m. to 1 p.m. at the James R. Thompson Center in downtown Chicago.  IAFP President Javette C. Orgain, MD is the Board president. It is an open meeting and Dr. Orgain encourages all interested IAFP members to attend.  

Illinois e-Rx program has six open licenses that UnitedHealthcare is offering.

If eligible, sponsored providers would receive the handheld device and a year of licensing. 

Criteria for qualification:

- not currently using an EMR
- must me a prescribing volume threshold (this is usually met very easily by specialties that write a high volume of scripts, such as primary care)

Skin Cancer Screening National Tour coming to Illinois

The Skin Cancer Foundation’s Road to Healthy Skin Tour presented by AVEENO® and Rite Aid -- which provides free full body skin cancer screenings and the latest skin cancer information -- hit the road in April and has three stops in Illinois later this month. At each stop, people visit the 38-foot customized RV to receive a quick, easy and potentially life-saving full body skin cancer screening by local board-certified dermatologists in one of two private rooms. Educational materials that explain how to perform monthly skin checks at home and the proper ways to protect the skin from the sun on a daily basis will be provided.

Coalition for Quality and Patient Safety of Chicagoland
Coalition to Host June 3 Summit
Chicago-area Patient safety leaders announced the establishment of the Coalition for Quality and Patient Safety of Chicagoland (CQPS), with the implementation of a Patient Safety Organization (PSO) dedicated to improving safety and quality of care in the Chicago area as one of its core initiatives.  The Coalition, a program of the Institute of Medicine of Chicago (IOMC), will be housed at the Metropolitan Chicago Healthcare Council (MCHC). Its PSO is one of the first to be certified to operate by the federal government, and will be dedicated solely to assisting Chicago-area healthcare providers and the communities they serve.

The CQPS mission is to mobilize the diverse healthcare stakeholders in metropolitan Chicago to provide the best possible care to every patient every time by eliminating preventable harm and implementing systemic change to ensure consistent excellence. Ramp up of CQPS, as well as the work of the Chicago Patient Safety Forum which CQPS succeeds, has been supported by the Otho S. A. Sprague Institute. This important work also has received support from the Illinois Department of Public Health and other public and private sector sources that support the mission of advancing patient safety.

“CQPS and its PSO will provide healthcare, business, government and consumer partners with an exciting venue to work together to improve patient outcomes,” said Carrie E. Nelson, MD, Vice-President of the IOMC Board of Governors. “I expect that our efforts will provide opportunities to achieve levels of safer, more effective care never before achievable in Chicago. Our PSO will start with hospital reporting, and move to engage long-term care, physician groups and others who can contribute to and benefit from the learning PSOs can foster.  Patients will be at the center of all we do.”

June 3 Summit Planned
CQPS's first large-scale effort will be a summit open to all stakeholder groups on June 3 at the University of Illinois Medical Center in Chicago.  Co-sponsors to date include the Institute of Medicine of Chicago, Metropolitan Chicago Healthcare Council, University of Illinois at Chicago Institute for Patient Safety Excellence and MacNeal Hospital.
