The good news… we have many quality medical students who have applied to the IAFP Foundation’s Summer Externship Program. Did you know that one-third of summer externship participants go on to become family physicians, and two-thirds are primary care physicians?

The bad news… we don’t have enough Chicago-area preceptors to meet the demand for students who need to remain in the Chicago area this summer! Four weeks with you can be a big influence on a medical student’s decision to choose family medicine. **HAPPY MATCH DAY!!
ILLINOIS FAMILY MEDICINE 2009 MATCH RESULTS Match results for Illinois family medicine continued to bring outstanding news for our state’s residency programs. According to NRMP, Illinois Family Medicine Residency Programs filled 94.9 percent (130/137) of available positions, which led the East North Central region. Nine fewer positions were offered in 2009. 

Preliminary information available from the National Resident Matching Program (NRMP) indicates that the 2009 national fill rate for family medicine residency programs is 2,329 positions filled out of 2,555 positions offered (91.2%). U.S. medical students made up 42.4 percent or 1,083 of the family medicine total.

State Government Relations 

** 2009 SPRING INTO ACTION –OFF TO A GREAT START! 
IAFP leaders current and future began their trips to Springfield this week to advocate for family medicine and specific legislation to improve the health of patients and physician practices. On Tuesday March 17, IAFP board member Lee Washington, MD, president-elect Patrick Tranmer, MD; AAFP delegate Ellen Brull, MD and past board member Rachel Winters, MD met with their representatives and senators at the Capitol. Day two on March 18th featured four residents and one faculty member as NorthShore family medicine residency professor and IAFP board member Deb Edberg, MD brought residents Rob Michael, Lareina Pedriquez, and Neetha Geijji to join IAFP Resident president-elect Elizabeth Salisbury (Illinois Masonic FMR) for a leadership training day and face to face meetings with their legislators. That group also watched Gov. Pat Quinn deliver the budget address in a very busy day at the Capitol in this new era of state government. 

Issues covered by the family doctors on both days included fixes to the Medicaid payment system, increases in the tobacco taxes, codifying expedited partner therapy for their patients who have an STD and in support of outlawing texting while driving.

**GOV. QUINN DELIVERS FIRST BUDGET ADDRESS
Confirming the fears of many, Governor Pat Quinn outlined the state’s looming $11.5 billion budget deficit and the many changes ahead in his plan to close the gap and get the state back on track. Health care appropriations were spared across the board reductions that were proposed for many other areas of state spending. Quinn says he remains committed to protecting access to health care coverage for Illinois children and families. He also pledged to pay the state’s Medicaid providers on a 30 day cycle, which will place Illinois at an advantage to draw an enhanced match on Medicaid from the federal stimulus package.

Quinn says he remains committed to protecting access to health care coverage for Illinois children and families, while also pledging to pay the state’s Medicaid providers on a 30 day cycle by June 1.

*STATE LAUNCHES WEB SITE FOR RECOVERY FUNDS
If you’re interested in how Illinois will spend the federal funds from the American Recovery and reinvestment act, the State has a web site with answers and even a place where you can suggest projects for the influx of federal stimulus funds.

**FEDERAL HIT FUNDING PLANS FOR ILLINOIS RELEASED
The state of Illinois had formed 15 regions for Health Information Exchange Planning Grants. Will you be one of the IAFP members involved in the development of regional health information exchanges? 

The Illinois Department of Healthcare and Family Services (IDHFS) has divided the state into 15 Medical Trading Areas (MTA). Each MTA will need to organize the major players and develop one grant proposal by May 15 on how it would use planning funds. The proposal must include plans to organize the MTA to accept state and federal funds for electronic health records, for interconnectivity between health systems, and for other collaborative activities.

A Letter of Intent from each MTA will be due by April 22. IAFP hopes at least one member is involved in each region. ** AAFP LAUNCHES COMPREHENSIVE PCMH RESOURCE CENTER
PCMH might be the most-used acronym in family medicine right now. Opinions, concerns and praise for the Patient-Centered Medical Home can be found in all areas of the health care debate. AAFP has distilled the various issues into one place, the Patient Centered Medical Home Special Report, which examines the concept and the implementation of PCMH from many angles at many levels. **TEXAS CHAPTER PRODUCES PCMH EDUCATION WEB SITE AND VIDEOS
For the past year, the Texas Academy has been building an interactive website to educate members, other physician organizations, policy makers, business leaders and the public at large on the importance and value of the medical home. They have compiled a series of videos about the medical home that span the entire range of interested parties, from patients and physicians to business leaders and policy makers. **WEBINAR FOR RESIDENCY PROGRAMS – APRIL 8, 2009
Residency programs traditionally care for a high volume of underserved patients. Some recent changes at the Illinois Department of Healthcare and Family Services (HFS) programs, including the implementation of Illinois Health Connect and Your Healthcare Plus, have a significant impact on residency programs. Medical directors Margaret Kirkegaard, MD (Illinois Health Connect) and Fredric Leary, MD (Your Healthcare Plus) are hosting a webinar on April 8 directed specifically to residency programs. **REGION 4 GENETICS COLLABORATIVE - GENETIC EXPERTISE WORKGROUP MEETING SEEKS RURAL FAMILY PHYSICIANS FOR INPUT 
Friday, May 1, 2009 - Chicago, IL

Region 4 Genetics Collaborative which includes Illinois, Indiana, Kentucky, Michigan, Minnesota, Ohio and Wisconsin, has developed an infrastructure that provides the bridge between public health, primary care providers, genetic specialists and families of children with heritable conditions. These stakeholders work together to identify issues and plan, select and implement strategies that will improve the quality of newborn screening and genetic services. 

The Region 4 Genetic Collaborative Genetic Expertise Workgroup is working on facilitating access to genetic expertise for underserved populations. 
Specifically, the workgroup is looking at:

* Promoting links between genetic specialists and rural health service and communication systems
* Exploring practice models to assist the limited number of genetic specialists in maximizing use of their time

The Genetic Expertise Workgroup will be convening for face-to-face meeting in Chicago to further develop priorities and next steps. This will include hearing about the efforts of other regional collaboratives to expand telemedicine to serve children with heritable disorders; reviewing a family survey about access to care; and holding a conversation with pediatricians/primary care providers about their need for genetic information and expertise when providing a medical home for children with heritable conditions.

*Family physicians are needed from each of our region's seven states at the meeting on Friday, May 1st in Chicago. The collaborative is particularly interested in physicians currently serving patients in rural areas. Travel expenses will be reimbursed and meals provided while at the meeting.

Dr. Hanlon will be launching his Shot Fairy business on May 1st at http://ShotFairy.com.  The Shot Fairy will work much like the Tooth Fairy, rewarding good girls and boys who get their required immunizations at the doctor’s office with a lollipop left under his or her pillow. 

*Susan Albovias, MD and Araceli Feria, MD will be honored by Advocate Christ hospital for their 30 years of service at the hospital’s annual “All That Glitters” black-tie celebration on April 4th at Navy Pier. Congratulations to both!

*Tom Cornwell, MD was a featured story on KLOVE Radio – a gospel radio network with six stations in Illinois Chicago 94.3, De Kalb 105.3, Joliet 94.3, Minooka 101.5, Park Ridge 96.7, Quad Cities 98.9. Cornwell was interviewed about the genesis and development of his HomeCare Physicians practice. The station created an eight-minute Podcast on his practice and excerpts played throughout the day on March 19.
